Unesa.ac.id, Surabaya–The State University of Surabaya held a socialization of the PANRB Ministerial Regulation Number 8 of 2021 concerning the Performance Management System for Civil Servants and the Technical Guidance for the Preparation of the PNS Performance Management System in state universities which was conveyed by the HR Bureau of the Ministry of Education, Culture, Research, and Technology (Kemendikbud Ristek) on Wednesday ( 04/08/2021).
The activity was held online and attended by no less than 300 participants. Also present at the event were the Deputy Chancellor for General Affairs and Finance, Suprapto, S.Pd., M.T., deans, heads of institutions, heads of bureaus, and educational staff around Unesa. The event starts at 09.00 WIB until finished.
As a resource person, the Head of the HR Bureau of the Ministry of Education and Culture, Research and Technology, Dra. Dyah Ismayanti, M.Ed., Head of Planning and Competency Mapping Hanjar Basuki, S.Kom., M.M. and Data Analyst of the HR Bureau of the Ministry of Education and Culture, Research and Technology Ira Herawati Sumarlin.
In his remarks which also opened the event, Unesa's Deputy Chancellor for General Affairs and Finance, Suprapto, S.T., M.T., said that this method aims to make SKP (Employee Performance System) a common understanding so that implementation in institutions such as Unesa can be carried out properly and optimally. He also said that changes and various innovations must continue to be presented in the future.
“Not only SKP, the work system for other activities has also changed. Yesterday BKD made an adjustment and Unesa has started to make adjustments according to existing regulations," said Suprapto.
Unesa, he continued, already has its own SKP development system, which of course will make adjustments as well. "There are 38 systems at Unesa and we are starting to integrate the existing 38 systems, hopefully it will be based on single entry, but it can be used for many activities," he explained.
He hopes that all work systems must be a trigger for better so that the institutions that are built related to accountability and transparency can also be better. In 2020, Unesa won two awards from the government in the field of performance accountability as a work unit or work unit with the Best Budget Performance and Government Agency Performance Accountability System (SAKIP) for the 2020 Fiscal year.
Unesa became the best (first place) in the SAKIP category for State Universities with Legal Entities (PTN-BH) and State Universities with Public Service Agencies (PTN-BLU) with a total score of 81.90. Unesa was also ranked second in the category of Budget Performance Value (NKA) for State Universities with Legal Entities (PTN-BH) and State Universities for Public Service Agencies (PTN-BLU) with a total score of 98.70. "Hopefully in the future our performance (Unesa, ed) can be even better," Suprapto hoped.
The activity was followed by the presentation of material from the speakers. Head of the HR Bureau of the Ministry of Education and Technology, Dra. Dyah Ismayanti, M.Ed. convey about the implementation and comparison of PANRB Regulation Number 8 of 2021 with previous regulations and PNS Performance Management.
"Through this policy, whether we like it or not, it must be implemented, because the direction is forward, individual performance must have a clear link to the performance of superiors starting from the RPJP, Strategic Plan, Performance Agreements to the bottom," he said. The activity was continued with a technical presentation of the technical guidance for the preparation of the PNS Performance Management System in the PTN environment by Hanjar Basuki, S.Kom., M.M. and Ira Herawati Sumarlin.
