Unesa.ac.id, SURABAYA - The Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek) together with dozens of leaders of Indonesian State Universities discussed preparation for learning or limited face-to-face meetings in a Focus Group Discussion at UNESA on Sunday, 19 September 2021. The event was initiated by UNESA in order to equalize perceptions and finalizing face-to-face learning plans and schemes in universities.

PTMTB Must Meet SOPs and Obey Prokes
On that occasion, the acting Director General of Higher Education, Research, and Technology, Prof. Ir. Nizam, M.Sc., DIC, Ph.D., IPU, Asean Eng., said that campuses located in low-level areas or with minimal Covid-19 cases could hold learning or face-to-face meetings as long as they met the required SOPs. and of course must obey the procedure.
He emphasized that PTM must be carried out in a limited and gradual manner. Campuses can use a hybrid model lecture scheme or a combination of offline and online. "For example, a practice-based engineering faculty certainly needs to go offline with participation arrangements according to SOPs and prokes," he said.
The leaders of state universities who were present, most of them said they were ready to carry out PTM in the near future and some even started Monday, September 20, 2021. Each campus has a scheme that is not much different. However, it still refers to the same SOP and prokes policies.
PTMTB Scheme
Regarding PTMTB at UNESA, Prof. Dr. Nurhasan., M.Kes., as the Chancellor, has issued a circular regarding the Implementation of Limited and Gradual Face-to-Face Learning in the Odd semester 2021/2022 on Sunday, 19 September 2021. The man who is usually called Cak Hasan explained that face-to-face learning is limited and gradual (PTMTB). ) at UNESA starting on Monday, September 20, 2021. PTMTB is organized by the Study Program under the coordination of departments and faculties.
PTMTB is held in a hybrid form or combined with online learning. At the beginning of PTMTB in each study program the authority was handed over to each faculty or Vocational and Postgraduate program. "Later they (faculty, ed) can consider according to their respective conditions and readiness," he said.
For the arrangement of the lecture schedule, the determination of students, the capacity of students in the room, teaching lecturers, and education staff on duty are also left to each study program. "The main principles of implementing PTMTB are the health and safety of students, lecturers, and education staff, as well as measures to prevent the spread of the Covid-19 Virus," said Nurhasan.
PTMTB Terms
For UNESA students, there are several requirements that must be considered, (1) healthy and have no comorbidities, (2) have received a minimum dose of one vaccine, (3) domiciled in the Greater Surabaya area (Surabaya, Sidoarjo, and Gresik, (4) received permission from parents through official letters for diploma and undergraduate students, and a statement letter for postgraduate students.
While the requirements for lecturers and education staff are, (1) healthy and have no comorbidities, (2) have received at least one dose of vaccination. "For the main sarpras and prokes supporters, as well as all SOPs on campus have been prepared and checked by the Covid-19 Task Force," he said.
