The organizational structure of Unesa was established as stipulated in the Regulation of the Ministry of Research, Technology, and Higher Education of Republic of Indonesia No. 15 of 2016 over the Decree of the Minister of Education and Culture No. 279/O/1999. This new organizational structure complies to the change of its function as a higher institution with the Public Service Agency (PKBLU) Financial Management system. BLU is an agency within the Government formed to provide services by providing goods and/or services without prioritizing profit in carrying out their activities and emphasizing the principles of efficiency and productivity. Unesa's organizational structure as PKBLU is seen in Figure 1 below.
