Legal Basis and Rationale for Establishment:
The Unesa Innovation Unit (Satinov) was established through Unesa Rector's Decree No. 054/UN38/HK/KP/2022 dated January 11, 2022 (attached) with the aim of supporting Unesa's acceleration in becoming an entrepreneurial university and positioning itself one step ahead.
Activity Basis:
Unesa's Satinov activities are based on the substance of the Guidebook for Centers of Excellence in Science and Technology for Higher Education (PUI-PT) issued by the Directorate of Institutions, Directorate General of Higher Education, Ministry of Education, Culture, Research, and Technology (Kemendikbud-Ristek) in 2021 (attached). The substance of the Guidebook is that PUI-PT is divided into two based on activity orientation: product-oriented and scientific-oriented. The focus of PUI-PT activities is the development of human resources based on scientific competencies, which are the characteristics or hallmarks of universities.
Performance Evaluation Mechanism:
The performance evaluation mechanism for Satinov Unesa is through the Academic Excellence and Commercialization & Implementation performance assessments (attached), which include strengthening governance, academics, and commercialization or utilization of technological results within the PUI-PT.
Operational Guidelines:
The operational guidelines for Satinov Unesa's activities are the substance of Unesa's Long-Term Development Plan (RPJP) 2021-2045, which is divided into five development stages based on the Five-Year Work Program: 2021-2025 Work Program, 2026-2030 Work Program, 2031-2035 Work Program, 2036-2040 Work Program, and 2041-2045 Work Program.
Performance Quality Assurance:
Satinov Unesa's performance quality assurance system is implemented based on Quality Assessment through measuring the achievement of four established quality standards: Standard 1 (Resources), Standard 2 (Governance), Standard 3 (Academic Excellence), and Standard 4 (Excellent Outcome Impact) as outlined in the PUI-PT Guidebook.
