Unesa.ac.id, SURABAYA-Universitas Negeri Surabaya (UNESA) held a national webinar on Transformation of Higher Education in the Industrial Era 4.0 with the theme “PTNBH and MBKM Industrial Era 4.0” on a hybrid basis, on Saturday (26/3/2022).
This webinar is one of UNESA's efforts to address the transformation of the industrial era 4.0 in the world of education. At the same time implementing MBKM and transitioning to PTN BH. This activity was attended by members of UNESA and two expert speakers; Prof. Tjitjik Srie Tjahjandarie, Dra., Ph.D., (Plt) Secretary of the Directorate General of Higher Education, Research and Technology; and Prof. Dr. Arif Satria, S.P., M.Sc., Chancellor of the Bogor Agricultural University (IPB University).
The purpose of this activity is to provide insight into the challenges of transforming universities in the industrial era 4.0 and provide recommendations to stakeholders in formulating strategic policies related to MBKM and PTN-BH.

Suprapto, S.Pd., M.T., Vice Chancellor for General Affairs and Finance on that occasion emphasized the importance of discussions to change the mindset to be more ready to carry out PTN-BH status. For him, status transfer is not only a matter of titles, but also demands a massive transformation in various lines, both aspects of service, governance and human resources must be creative, progressive and innovative.
In the first material session, Prof. Tjitjik Srie Tjahjandarie explained the topic 'MBKM PTN-BH', which contained the PTN-BH agenda, autonomy, PTN-BH quality, MBKM accelerator and industrial revolution 4.0, as well as PTN-BH preparation.
Prof. Tjitjik said that the essence of higher education is autonomy. Without autonomy, the campus is not flexible in carrying out its mission and achieving its vision. UNESA, he continued, was already at the door. Just waiting for the draft government regulation (RPP) on PTN-BH UNESA.
Legal Entity PTNs are, in general, state-owned universities that are given wider autonomy through legal entities. The government still has responsibility for funding higher education.
The autonomy intended for PTN-BH covers academic and non-academic fields from various aspects, especially governance and development. In PTN BH status, the higher statute is Government Regulation.
According to him, the transformation to PTN-BH is like a spacious room that demands a wider design as well. In accordance with Law Number 12 of 2012 concerning Higher Education, although UNESA becomes a PTN-BH, it does not necessarily become a private institution. However, it will remain in the form of state universities that are given wider autonomous rights to accelerate and innovate.
Quality assurance will also be better by integrating the flexibility of PTN-BH to accelerate independent MBKM at the university level. Flexibility in question; 1) tridharma flexibility, 2) budget flexibility and 3) organizational and management flexibility which is expected to be able to boost the development of UNESA as a PTN-BH. Besides benefiting the development of MBKM activities, becoming a PTNBH makes campuses more flexible in responding to changes.
"Climate change, the industrial revolution and the Covid-19 pandemic are three mega disruptions that affect many challenges and opportunities in various aspects, including the transformation of education, especially in universities," said Prof. Arif Satria.
This disruption, he continued, has resulted in a thinner wall between formal and non-formal education which requires universities to continue to innovate in providing learning opportunities and self-development for the nation's generation. "The university will continue to work on how its graduates are really different from non-formal education, both in terms of attitudes, skills and knowledge," he said.
In his view, transformation will indeed be accompanied by obstacles and disruptions. Because there is no instant change. There needs to be a spirit and frequency in responding to change or bringing about change.
In addition, optimism is also the key in this change, where all who are members of the higher education academic community will change, so communication assistance from all parts of the university is also needed. "Through PTN-BH, of course, universities have the flexibility to research and innovate, such as technology development, technology business incubation, intellectual property management and innovation commercialization," he concluded.
