Unesa.ac.id., SURABAYA�Secretary General of the Indonesian Ministry of Law and Human Rights, Komjen Pol. Dr. (H.C.) Andap Budhi Revianto, S.I.K., M.H., delivered a scientific oration on "Implementation of PASTI Values ��for Improving the Quality of Employees of the Indonesian Ministry of Law and Human Rights" while receiving an honorary doctorate degree or honorary doctorate at Surabaya State University (UNESA) on Monday, 14 August 2023.
The 1988 Police Academy alumni examined the PASTI values ��which are an acronym for professional, accountable, synergistic, transparent and innovative applied within the Ministry of Law and Human Rights. These values ��were initiated in 2015 by Prof. Yasonna Hamonangan Laoly, S.H., M.Sc., Ph.D., Menkumham RI. This becomes a reference for the attitude and behavior of all employees within the ministry.
He added, these values ��cannot be separated from efforts to develop and strengthen human resources in an institution. No matter how good a system is, if it is not supported by good human resources, the system will not work properly.
The human resource aspect is the key to organizational progress. In strengthening human resources based on PASTI values, there are several things that must be considered; 1) Organizational structuring and strengthening; 2) governance arrangements; 3) arrangement of laws or rules; 4) strengthening accountability; 5) change management; 6) strengthening supervision; 7) improvement of public services.
"The total number of work units under the Ministry of Law and Human Rights is 881 and has a total of 64,646 employees. We mobilize these human resources to create transformations in various lines. Everything is driven based on values ��that unite the movement and steps of PASTI earlier," he stated.
The implementation of these values ��succeeded in realizing the quality of public services and various lines within the ministry. In terms of existing conditions, the quality of public services is low, performance accountability is not optimal, human resources are still incompetent and public trust is low.
From these conditions, the PASTI value slowly creates increasingly excellent and quality public services, performance accountability is increasingly optimal , more competent human resources and higher public trust. "We are continuing to carry out this transformation and hopefully this can be used by other institutions and agencies," he concluded.

His research was appreciated by the Minister of Law and Human Rights, Yasonna Laoly. According to him, this research will strengthen human resources and transform public services within his ministry. He hopes this will become a new direction for the development of effective, efficient and innovative organizational human resources.
Appreciation also came from UNESA Chancellor Prof. Dr. Nurhasan, M.Kes., According to Cak Hasan, it is important to study the PASTI values ��further as reinforcement and can be applied in other institutions in various regions. "Hopefully this knowledge and study will be useful for organizations, society and the country. This is extraordinary. Hopefully this can also be transmitted to UNESA students," he hoped. [*]
