Hariyanto officially holds a doctoral degree after undergoing the Open Examination for the Doctoral Program in Educational Management, Faculty of Education (FIP), Surabaya State University (Unesa) at Auditorium O1 FIP Building, Unesa Campus II Lidah Wetan, Monday, January 20 2025.
In the exam, promovendus Hariyanto presented and defended his dissertation entitled "Implementation of the Smart Nawa Karsa Gresik Program in Improving the Quality of Elementary School Teachers in Gresik Regency."< /p>
His research focuses on evaluating the success of the Gresik Regency Government (Pemkab) strategic program in improving teacher quality through intensive training, continuous mentoring, and the formation of professional learning communities.
In his presentation, he explained that the Nawa Karsa Gresik Smart Program aims to improve the competency of elementary school teachers in Gresik Regency through an integrated approach. This program recorded significant success, including increasing the Gresik Regency education index from 78.90 in 2022 to 80.98 in 2023.
“This program has had a positive impact on various aspects of teacher competency, including professional, pedagogical , social, and personality," he said.

Based on his research, the intensive training that information technology-based and innovative learning methodologies enable teachers to create interactive and effective learning environments. He also noted the challenges in the form of limited infrastructure in remote areas and the need for more intensive assistance for senior teachers.
He continued, the majority of teachers had a positive perception of this program. He recommended developing technological infrastructure, providing special time for teachers to attend training, and establishing a professional learning community to support the sustainability of the program.
“This program is a strong effort by the Gresik Regency Government to improve the quality of education and community welfare in the future ," he explained.
In the open exam, promovendus was tested by the internal and external board of examiners led directly by Mochamad Nursalim (prof) as chief examiner and dean of FIP Unesa.
Meanwhile, the members The examiners consisted of Gunarti Dwi Lestari (prof), Muhamad Sholeh, Suryadi (external examiner from Jakarta State University), and Nunuk Hariyati. His dissertation was supervised by the promoter, Mustaji (prof) and co-promoter, Sri Setyowati.
S. Hariyanto's study and research process received appreciation from the board of examiners. As the promoter, Mustaji said that promovendus was extraordinary, because he was able to complete his doctoral studies in five semesters or only 2.5 years with a Grade Point Average (GPA) of 3.92.[*]
