Unesa.ac.id, SURABAYA-The central government appoints an acting (Pj) who will fill the position of regional head whose term of office expires before the 2024 Pilkada. There are 272 regions that will be led by an official with a term of office of more than one year.
There are 101 regional heads whose term of office will be completed in 2022 and another 171 will end in 2023. From this figure, there are 5 regional head positions that have been led by officials. They were appointed by the Indonesian Ministry of Home Affairs on May 12, 2022. The inauguration of 44 other regional heads is planned to be held on 22 May.
The central government's move gave rise to various public assumptions. Many think that the government is not transparent and too political. Related to that, the Political Sociologist at the State University of Surabaya (UNESA) Dr. Agus Machfud Fauzi, M.Sc., also commented. According to the Political Sociology lecturer, the election of the Acting regional head does have a political scent.
The government's attitude, he continued, also created a kind of fear or concern in the community. Such as concerns about the impact on the wheels of local government or certain irregularities.
Agus emphasized that to minimize these unwanted things, the government should not just choose a figure as a substitute, let alone choose because of the similarity of political directions. The government must ensure that the chosen figure is truly competent to carry out his duties and continue the visions and missions of the previous regional head.
Performance Evaluation and Verification
In addition, it must also strengthen the function of monitoring or evaluation on a regular basis. The government has to assess the performance of officials every two or three months. Then in the midst of the assumptions that arise, officials must prove themselves that they are indeed worthy to continue the given position.
"Acting (Pj) should not consider this inauguration only to fill empty seats, but they must really be able to continue the work program of previous officials," he told the PR team yesterday.
During the inauguration of the first carriage, Agus continued, the Minister of Home Affairs, Tito Karnavian, warned officials to carry out their duties properly and to maintain social and political stability in the country. "Yesterday, during the inauguration, there was a warning from the Minister of Home Affairs not to mess with the position. I think this is good, and the public will be able to judge for themselves what the future journey will be like,” he explained.
Appointment of acting regional heads, for the central government, is an effective solution. However, according to him, for local governments it can be contradictory. “Because an atmosphere like this will definitely trigger people to throw arguments at each other. Officials must prove themselves that they are the best and worthy choice through their performance on the field," he said. (UNESA PR)
