Unesa.ac.id., SURABAYA—The Surabaya State University (UNESA) Bureaucratic Reform Team carried out the Designation of the UNESA Environmental Integrity Zone in the Auditorium. 11th Floor, Rectorate, UNESA Lidah Wetan Campus on Friday, 17 November 2023.
Inspector General of the Ministry of Education and Culture, Research and Technology, Dr. Chatarina Muliana Girsang, S.H., S.E., M.H., was present to provide insight into strengthening and developing corruption-free regional integrity zones in realizing good university governance (GUG). Corruption, he continued, is a habit that is often found in the education sector and is included in the top five contributors to corruption by sector according to Indonesia Corruption Watch, 2021.
Abuse of power would not be possible if all higher education administrators always implemented a culture of and anti-corruption values such as honesty, time discipline, responsibility for one's duties, hard work, simplicity, independence, fairness, courage and caring. Apart from that, commitment, collaboration-synergy and continuous innovation are needed which will be able to lead to better higher education governance.
"Whatever programs and policies will be made, the most important thing is a commitment to remember the goal, "how to produce students who can answer the needs of our country, so that what they learn is useful for the progress of the Indonesian nation," he stressed.
In line with Chatarina, Deputy for Education and Community Participation at the Corruption Eradication Commission, Dr. Ir. Wawan Wardiana, M.T., on his occasion presented material regarding the role of universities in preventing corruption in Indonesia. According to him, universities need to implement integrity zones so that their integrity is maintained, especially in implementing this, an anti-corruption commitment needs to be instilled.
The family is the main bulwark in fighting corruption. When a family supports corruption, such as gratification, which often occurs in Indonesia, public servants who are disciplined and adhere to a code of ethics, unlimited performance and loyalty, and public services without corruption will never be achieved. As an effort to increase awareness of the importance of knowledge regarding this matter, it is important to jointly use #zoneintegrity and #bureaucraticreform on social media.
"Anti-corruption commitment from corporate or institutional leaders is the key," he said.
Secretary of Bureaucratic Reform and ZI of the Ministry of Education and Culture, Mohamad Ali Akbar, S.E., M.B.A., on that occasion conveyed the construction of an integrity zone as a digital transformation strategy. In it there are three basic questions that must be answered first regarding digital transformation. First, what do you want to transform? So why does transformation need to be carried out and how to carry out digital transformation.
According to him, the steps that need to be taken are ensuring that all employees understand the vision and mission of the institution, empowering employees in accordance with their main duties, involving students in the transformation development process as recipients of higher education services, and evaluation of Standard Operating Procedures or often called SOPs.
"Evaluation is not additional work or does not even need to be considered a burden, but rather routine work that must always be done to find out the impact of existing applications on the progress of the institution," he concluded.
Prof . Dr. Siti Nur Azizah, S.H., M.Hum, Deputy Chancellor for Planning, Development, Cooperation, Information and Communication Technology said that the integrity zone is increasingly important to realize because it is in line with Unesa's process towards becoming a world class university. This is an effort to implement various programs that have been planned effectively and optimally.
Commitment to being open to public information in accordance with technological developments, realizing optimal bureaucratic reform, implementing prevention of corrupt practices, collusion and nepotism as an effort to improve Public services in the field of the tridharma of higher education continue to be carried out.
"Even though we are busy, hopefully this will not dampen our enthusiasm for realizing transparent and accountable governance, in accordance with UNESA's fifth mission," he said.< /p>
Chair of the UNESA Bureaucratic Reform Team, Dr. Sulaksono, S.H., M.H., in his speech said that the declaration of the integrity zone was a momentum to make a joint commitment to realizing clean and dignified public services. He hopes that this is not just a mere ceremony, but rather a sustainable step in strengthening hearts, minds and actions to create a joint commitment to realizing clean campus bureaucratic reform'Growing with Character'.
