
Univerity Malaya Malaysia Education Management Expert gives a lecture on educational quality and governance at the Faculty of Education (FIP) UNESA.
Unesa.ac.id. SURABAYA—Faculty of Education (FIP) Surabaya State University (UNESA) held a guest lecture by presenting Prof. Muhammad Faizal Bin A. Ghani, Head of the Education Management Department, University Malaya Malaysia.
The event which took place on Friday, 13 December 2024, at the FIP Building, UNESA Campus II Lidah Wetan, was attended by students from FIP. This strategic activity aims to deepen academic insight while discussing the implementation of education quality assurance policies.
In his presentation, Muhammad Faizal presented the theme "Education Quality Assurance System." He highlighted the decentralized education system in Indonesia based on Law Number 32 of 2004.
According to him, this policy is good, but we must be aware that serious challenges often arise, for example related to gaps in human resources and local policies.
"In some cases, policies at the regional level do not place the quality of education as a top priority. "In fact, without a commitment to quality assurance, education cannot function optimally as a pillar of national development," he stressed.
He emphasized the need for supervision of the Minimum Service Standards (SPM) which are regulated in Government Regulation Number 38 of 2007. According to him, the success of fulfilling these standards does not only depend on regulations, but also on innovation and organizational culture in each educational unit.
New Paradigm

FIP students gain many new insights and perspectives regarding quality, governance, decentralization, including supervision in education.
Muhammad Faizal emphasized that the guarantee paradigm quality must be inclusive, oriented towards lifelong learning, and support sustainable development.
However, he also acknowledged that the implementation of these principles still faces various obstacles, including a lack of coordination between the central, regional and community governments.
“Assurance of the quality of education must be seen as an investment long term which requires a change in mindset, from a reactive approach to a proactive one," he said.
He also reminded that all stakeholders, including the community and school committees, have an important role in supporting educational units.
Academic Collaboration
This activity also opens up opportunities for closer collaboration between UNESA and University Malaya. Muhammad Faizal hopes that this collaboration can produce policy recommendations that are relevant to educational needs in the global era."We hope that activities like this will not only become academic routines, but also concrete steps to encourage quality-centered educational reform," he concluded.[*]
